Quasi-Experimental Impact Study of NFWS/SIF Workforce Partnership Programs

The National Fund for Workforce Solutions invests in Regional Funding Collaboratives to develop local partnerships that identify the workforce needs of local employers and administer programs to help workers obtain the skills required to meet those needs.

This report presents the findings of the quasi-experimental impact study for six NFWS/SIF-funded programs – three based in Ohio and three based in Wisconsin. These six programs provided training and other services to individuals interested in obtaining jobs and advancing their careers in healthcare, advanced manufacturing, and construction.

The study found:

• The healthcare-focused programs had notable effects in employment, improving participant employment by 14-20 points more than comparable job seekers, and led to about 50% greater earnings;
• The manufacturing-focused programs had notable effects in employment, improving participant employment by 8-28 points more than comparable job seekers, and led to between 30 and 130% greater earnings;
• The construction-focused programs had notable effects in employment - improving participant employment by 3-22 points more than comparable job seekers, and modest to large effects on earnings (31% - 134%).
